Doctor Who Returning in 2019 Christmas Special?

The Metro is reporting Doctor Who may return in 2019 Christmas special, then immediately walking that back and saying it may return for a “festive” special. Despite what you read Doctor Who is desperate to recapture the audience they lost with the Jodie Whittaker and the audience they lost due to Chris Chibnall and friends writing. Has the grand experiment failed? If so, has it cost us our favorite franchise? First a possible return to Saturday night and now this. If everything was such a success, why so many changes?
